Hugh was appointed as a Non-executive Member in June 2021. He is an independent consultant advising regulators and companies on regulatory and competition finance topics. He has worked for more than twenty years on regulatory accounting and costing, profitability and cost analysis in competition cases, and cost of capital topics. His experience includes the telecoms, postal, aviation, energy, water, broadcasting, transport, financial and payment systems sectors. Previous roles include: Managing Director, Economic and Financial Consulting, FTI Consulting, Director, Economics and Regulation, KPMG; Principal Financial Analyst, Investigations, Ofcom; and Earlier roles at Analysys Consulting, Fuji Bank, Moscow Narodny Bank, and Commonwealth Development Corporation. Hugh is a member of the Institute of Chartered Accountants and holds a BA in Accounting and Economics from the University of Kent.
