Senior Director for Strategy and Transformation
Stephen became a Senior Director in Immigration Enforcement in March 2014. He has been a civil servant since 1985, and has held policy, strategy and finance roles at the Cabinet Office, Department for Education and on secondment to Manchester City Council. He joined the Home Office in 2007 as Director of Policing, and led the present government’s reforms to bring greater accountability, transparency and efficiency to the police service, before moving to develop a border strategy for the department in 2012.
